Los Angeles Mayor Eric Garcetti has nominated Carolyn Hull as general manager of the Economic and Workforce Development Department, a central agency in the city’s effort to foster job growth, strengthen the workforce and create career opportunities.
“Carolyn is the right leader at the right moment to carry forward my administration’s work to make Los Angeles an even more prosperous city, a place where people are met with economic opportunities and not obstacles,” Garcetti said. “Carolyn’s breadth of experience and proven leadership skills give me confidence that she will be an outstanding general manager.”
Hull will expand on EWDD’s mission to inform, empower and foster prosperity among individuals and businesses in Los Angeles. Through BusinessSource and WorkSource Centers, entrepreneurship programs and small business loans, EWDD offers resources to develop the talents and potential of youth and connect Angelenos of all ages to opportunities.
Since July 2016, Hull has served as vice president of the Los Angeles County Economic Development Corporation, where she promotes job creation and business investment. From 2013-16, she was executive director of LAEDC and created partnerships with regional government agencies and nonprofits to activate underutilized public assets for commercial and industrial uses. Hull has also served as chief financial officer of Genesis L.A. Economic Growth Corporation, regional administrator for the South L.A. Region of the Community Redevelopment Agency of Los Angeles, and co-founder and chief financial officer of the L.A. Development Fund.
“I am honored by the opportunity to join Mayor Garcetti’s administration,” Hull said. “I look forward to working with him, the City Council members and the various government departments to develop and implement policies and programs that facilitate inclusive economic growth and prepare the regional workforce for living wage jobs of the future.”
Hull’s appointment is subject to City Council confirmation. John Reamer, who currently serves as interim general manager of the Economic and Workforce Development Department, will be returning to the Bureau of Contract Administration. Sam Hughes will serve as acting interim general manager pending Hull’s approval by the City Council.
