The Los Angeles County Department of Human Resources has been chosen as one of Government Technology’s “Top 25 Doers, Dreamers and Drivers of 2019.”
The national award recognizes public-sector organizations that lead in technology innovation and process improvement. Recipients are chosen based on the effective use of technology to solve problems, transform internal processes and improve services to residents.
The Human Resources team consists of Director of Personnel Lisa Garrett, Assistant Director Murtaza Masood and Chief Information Officer Roozan Zarifian. This year’s award extends Los Angeles County’s past recognition.
Mohammed Al Rawi, chief information officer for the county’s Department of Parks and Recreation, was named to the 2018 list for his work in modernizing systems and facilities. County Chief Information Officer Bill Kehoe also received the award in 2015 for his work transforming a similar department in King County, Washington, prior being employed by Los Angeles County.
“I am so honored that our team was recognized with this prestigious award,” Garrett said. “It emphasizes the value of integrating H.R. and I.T. to innovate and streamline business processes and to make systems more user-friendly and transparent for our employees and the public we serve.”
The department was also recognized for its collaboration with partner agencies on a series of large-scale initiatives to increase transparency and accessibility in county human resources practices. Recent projects include the digitization of all county personnel records through an online system. With over 110,000 active employees in the Los Angeles County system, the overhaul will improve applicant selection, performance evaluations and promotions.
“Our motto has been to automate all things H.R.,” Masood added. “This has translated into a strategic roadmap to integrate H.R. services and provide on-demand services to applicants and employees alike.”
The department also implemented the Career Pathfinder, an interactive career planning tool that helps employees and applicants plan future career choices. Less than a year after its launch, the unique platform has already received the 2018 Public Sector Innovation Award for its ground-breaking technology and impact on employee professional development.
