Los Angeles City Councilman Mitch O’Farrell, 13th District, had been in office for less than one month when he had to make a decision that will likely have major ramifications for residents in his district.

However, having worked for 10 years under then-Councilman Eric Garcetti, O’Farrell was familiar with the Millennium Hollywood project, and he said he became more aware of the details of the proposal while campaigning and after being elected to office.
He said the project originally had no development agreement, so when he began his term on July 1, he was able to impose additional conditions — funding for affordable housing, a DASH line, updated traffic signals and park space, among others — that made it a better project. According to his representatives, it is common for a project to not have a development agreement before reaching the city council. However, O’Farrell would like new projects that come before his office to have development agreements.
“I always said we need a good project there, but the buildings were too tall. They satisfied what my concerns were, and I think it’s going to be a great project. I know it has opposition, and I’m very sensitive to the reasons,” O’Farrell said, adding that he respects the reasonable rationale of some opponents. “But I came down on the side of — I think the project development team was flexible. They’ve done what I’ve asked for and then some. And lastly, it is going into a place that has been surface parking lots since the 1950s, for nearly sixty years. It’s not like we’re taking space that’s ever been developed. We’re redeveloping at the urban core, at a major eastern anchor of the Hollywood Historic District — Hollywood and Vine.”
The project will create more than 2,000 short-term construction jobs and approximately 1,500 permanent jobs, he said. O’Farrell, who received at least $4,900 from the developers and their associates during his campaign, said the project will also add millions of dollars to the tax base every year.
“So I think it’s a good, solid project that people will become accustomed to if not outright embrace in the future,” he added.
Opponents of the project expressed frustration that the council opted to vote on the development even though state agencies were investigating claims that the project site sat on the active Hollywood fault. O’Farrell said the developers, Millennium Partners and Argent Ventures, have agreed to conduct an additional seismic study on top of what the city requires.
“I think we’re going to be in really good shape there,” he said. “There’s no evidence anywhere that suggests that a fault line runs directly under where the buildings will be constructed. That’s just not true. We all know there’s a fault line in Hollywood, but this city is filled with fault lines. But the building code is very, very rigorous in terms of seismic requirements. …The opponents took an opinion based on an initial study for a tract map approval, which wasn’t even the typical investigation that is coming in relation to the building code that I mentioned. …In my view, they took the initial tract map evaluation out of context and then formulated an opposition based on that. It’s just an opinion that they took.”
If the additional seismic study raises concerns, the city would not issue the developers permits, and the project could be altered, O’Farrell said. Opponents have not decided if they intend to sue to stop the project.
The councilman said it is a fine line to walk between resident interests and needed economic development. However, he said he has a pretty good sense of where development does and does not belong, and that it is important for the community to know that he listens to the needs of the residents.
“I signed up for this — there’s just no question about it. …But that’s how it was when I was a senior advisor. It’s always a balance that you have to strike, every step of the way,” O’Farrell said. “But we are a dynamic city of nearly four million people. We’re the second largest city in the United States. We are an international city, so we have to realize that growth, economic development and how we grow — that’s what matters. It’s how we do this. I’m honored with the privilege that people have entrusted with me so that we can strike those balances as we move forward.”
Another large project proposed in Hollywood, the Palladium Residences project, could test his abilities to find that balance, although the project is in its infancy. O’Farrell said the developers have filed paperwork with the city, but he has not taken a position on the project, which calls for two, 28-story towers near Argyle Avenue and Sunset Boulevard.
“As far as Hollywood, I look forward to working with the community on the process that I engage them on. That’s what I’m excited about. There are projects that I have inherited, and there are projects that I will begin,” he said. “The community will have a seat at the table every step of the way with me on all of these projects that are new for me and that are new for the district — not just Hollywood, but across the whole district.”
Development issues aside, O’Farrell is still in the midst of a transition. Until July 1, he had never had an office in city hall, and he is still learning some of the procedural elements of being on the council.
“Sitting around the horseshoe is very different,” O’Farrell added. “It’s a much greater responsibility that as one of eighteen policy makers for the entire city of L.A., it’s an enormous responsibility that I take very seriously. So, it’s different in those terms.”
He said he is just getting started, but he plans to be in the community “a lot.” Last Saturday, O’Farrell and his staff walked Historic Filipinotown and met with constiuents.
“We’re going to be walking every single month,” he said. “We’re going to have office hours. I look forward to meeting more people and I just want to thank everyone for the privilege of serving.”
O’Farrell said his campaign priorities have virtually remained the same. He still hopes to manage and maintain the Los Angeles River, help solve the city’s budget problems, reform the way city hall deals with small businesses, improve residents’ quality of life, increase economic development, enhance public safety and continue to make streetscaping improvements.
“I’m very excited about the L.A. River. We have other opportunity sites. We just did a motion on Monday to actually protect our hillside neighborhoods,” O’Farrell said. As for the budget, he said, “We’re having a good year, but that’s just one good year. The revenues are increasing, but there will be the pension spikes that hit next year, so we have to really be mindful and look into the near future. …Absolutely, it was one of the pillars of my campaign — solving our perpetual budget deficit crises. And I call it that because in my experience in civic life, we’ve never really balanced our budget. Now that I’m a council member, I want to really play a role in getting our fiscal house in order.”
He said his committee assignments will help him refine his ideas and goals for the district and the city. O’Farrell said the council president, Herb Wesson, has essentially let go of all the council’s ad-hoc committees and folded them into existing committees. He has been appointed to the Innovation, Technology and General Services Committee; the Public Safety Committee; and the Education and Neighborhoods Committee. The councilman has also been appointed as the chair of the Arts, Parks, Health, Aging and Los Angeles River Committee and the vice-chair of the Personnel and Animal Welfare Committee.
“It’s just all fascinating,” O’Farrell said of his first month in office.

The Millennium project skyscrapers of 35 and 39 stories next to the 13 story Capitol Building are just too high and have no business being in Hollywood. They are out of place and will destroy the character of Hollywood… which should be preserved and not shadowed by monster-development. O’farrell may have “imposed” additional conditions like updated traffic signals etc… but who really wants a few trinkets in exchange for giving developers Manhattan? All I can say is if O’Farrell really wanted to help Hollywood he would have gotten those building heights down to 20 stories. I’m all for reasonable development and growth but 39 stories in Hollywood is terrible. If these buildings are actually built to these insane heights, O’farrell should not be reelected, plain and simple.
The State is investigating Millennium’s expert dues to the location of the fault lines. There is than one fault line and some of them appear to run directly beneath the towers. The chances are pretty good that we won’t have an earthquake while O’F is in office so it does not really matter where the lines actually run.
All that is important is that Aarons gets his money. While the CRA is dead, Garcetti and O’F will give Aarons several millions of dollars in tax breaks. The CIM Midtown project not only did not have to pay any incremental property taxes but the City gave the developer all the sales and business taxes from any business in the project.
Wow..What is it about that CD13 seat..It is always occupied by LIERS. First Garcetti for years, now O’Farrell, who has been trained well by Garcetti! Oh, Millennium money corrupts again!
They IGNORED LETTERS from State Geologist and Caltrans. Ignored by them, who were willing to put lives in danger rather than cross their big boss, Millennium.. Both agencies recommended council Not vote..yet, In spite of everything they did.$$$

It did not take O’Farrell long to show his colors, that he does not care one iota about Hollywood or the thousands upon thousands all across LA opposed to these projects, six neighborhood councils, over 40 Hillside Federation Orgs.,thousands of on line petition signers. How is it that studies were shared with the city Building and Safety, the developer’s geology group (Langan) and to the City Council (from the State Geologist John Parrish) long before the vote at City Council and O’Farrell still states with his out loud voice that there is NO evidence of an earthquake fault under the project? Why is he using tax dollars to speak as a Millennium developer damage control agent? The Mayor (Garcetti) is doing the same thing. They are both using the developer’s talking point, “There are faults all through southern California” and yet they fail to acknowledge that which the State has made painfully clear: State law prohibits constructing of any habitable structure ON TOP of an active earthquake fault. Shame on this corrupt local government!
The Millennium madness started with Villaraigosa, then passed onto Garcetti, now to O’Farrell.
No matter what reports came out about millennium creating unsafe traffic conditions and the earthquake fault line issues, these guys and the city ignored it all.The state agencies finally have stepped in where they, and the city ignored it all.. It is very sad that our representatives were held hostage by the developer, who helped them get elected, and not able to represent the people’s best interests.
There are many people and organizations who support the Millennium Project and reject the suppositions from opponents as just that, suppositions. The opponents’ initial EQ maps have been discredited and withdrawn. Why? Perhaps because they were doctored at the last minute to create a false sense of urgency and alarm.
People may disagree about the height. I was not an initial proponent until I realized the tradeoff was open space at the ground level and LESS disruption to views. However, there is no reason to call names, cast aspersions, and lie about aspects of the project to achieve the opponents’ own ends. They do not justify the means!
I firmly believe that the state agencies are over-reacting to hyperbole from the ilk of Silverstein, etc. If I am ultimately wrong, then these investigations will show that. I also firmly believe that the City would have, and WILL, ferret out any inconsistencies, if any, in the environmental documents. Based on what I’ve seen so far, I doubt that will be the case.
Yes, there will be disruptions from construction. Yes, there will be some traffic impacts. Yes, there will be hundreds of millions of dollars injected into the local economy to reinvigorate a dilapidated area of Hollywood (no offense, Capitol Records — not you). Yes, there will be a beautiful, tall, elegant set of towers to highlight the already gorgeous skyline of Los Angeles.

Millennium is just what Hollywood needs. I’m proud of myCouncilman for sticking up for what’s best in Hollywood. I’m looking forward to seeing these hreat building that will bring Hollywood out of the 1950’s and into modern day.
As a business owner and a resident of Hollywood. I see the Millennium towers as a boon for this area. Over the past 10 years of living in hollywood and my 30 years of living in the area I have seen such dramatic positive change happen in the neighborhood I love.
When I was a kid my father owned a pizza shop on Hwood Blvd and I was not allowed to walk out on the street alone.
Hollywood’s transformation is shaping up to make it the heart and soul of Los Angeles. As someone who owns property and who spends enormous amounts of time in the area I am stoked for the towers.
Bring the increased property values, bring the wonderfully reshaped center of Hollywood and VIne.
What is everyone looking for empty streets? If you want that you can go live in San Bernardino.
WRT to the faults…I don’t think it’s in anyones interest to spend hundreds of millions of dollars developing something only to see the project fall over. The folks building the project want to make money not lose it.
The fault argument is a weak one. There are plenty of safe guards.
One developer did not get a council member elected. Everyone has a vote and frankly the pointed election issue was not the project.
I know many of you have had your minds made up.. My opinion wont change you. As a 30 year resident of the city and a 10 year resident of hollywood I am looking forward to this and many other projects.
I have been a resident and a business person in Hollywood for over 30 years. Many of you probably DON’T remember how devastated Hollywood was with its prostitutes, rapes, murders and all our once magnificent Hollywood structures falling apart.
BRAVO to all the development that has brought our beloved Hollywood back. I don’t disagree that we have more traffic, more tourists and a lot more construction, but in the long run it has enhanced our community and brought in well needed additional revenue.
We are BLESSED to have Mitch O’Farrell representing our district. He really cares despite what some of you may think. No matter who it is someone will always be in opposition to ones point of view and needless to say someone is always going to be disgruntled as to the outcome.
So many people have made their objections heard loud and clear, but I am still waiting for those people to step up and offer suggestions as to what can be done to bring a balance to both sides. Progress is inevitable so you can either bring your input on board this train and be a part of our communities re-development or you can continue to bitch and moan, getting nothing accomplished except getting your self and others nothing more than increased blood pressure.
Complaining about a problem is not going to accomplish what you want or need, coming up with reasonable suggestions will get you closer to a reasonable solution….

To My Neighbors And Friends Opposed to The Millennium Project:
If your constituency wants the area to stagnate, fine, but I have witnessed firsthand the revitalization of my hometown neighborhood
by Millennium.
I grew up in NYC, and my father lived in a Millennium building on the Upper West Side after he and my mom got divorced. After living in various situations across Manhattan, he was extremely happy with his choice to live in a Millennium building.
We walked to the multiplex movie theatre and to the open-to-the-public gym that were tenants of the building, and we loved the apt and it’s views more than anything.
The people who worked at Millennium were like a family to me and him, and when my dad passed away, they they cried too.
The point I am making is this. You can try to paint Millennium as some evil developer or you can appreciate what I am saying. They are just a homebuilder and an office builder and a hotel with a track record of revitalizing neighborhoods and changing lives for the better.
Like I said, the employees of the building were really good to me. Some of the nicest and best I’ve ever known. Millennium really does a thorough job and hires good people. Our neighbors in the building were awesome, including successful business people and celebrities, who you all would know, who came from nothing. If Hollywood and Vine stands for anything, it stands for that. An economy built on movies and music over a hundred years ago. Let’s keep making progress together.
I’m a proud resident of Hollywood and I’m a huge fan of this project. People are so scared of change. I’m sure at one point there was an argument against paved roads in Hollywood because it would ‘change the neighborhood’. This is a great development that cleans up the area, creates jobs, makes for new landmarks, increases safety through gentrification and denser street traffic during the day and at night. What are these complaints, that the buildings are too high? If that argument stood over the last century we wouldn’t have countless landmarks we now accept as symbolic and integral to our local communities. Shame on the greedy for demanding more provisions before this get’s going and shame to the my neighbors who are clinging to Hollywood’s identity of abandoned parking lots and dealers on every corner. Let’s continue to pave and construct our way to a cleaner, safer future.

The fraud which Robert Silverstein is long standing. The EIR for the Hollywood Community Plan said that the entire area of Hollywood was not an active earthquake area.
In 2011, DEIR page 4.8-4 falsely stated
Recent studies and other investigations indicate the “active portion” of the Santa Monica fault does not extend into the Hollywood area (Dolan, et al., 2000).
In 2011, Garcetti knew he wanted the Millennium Towers to be constructed, and therefore, his DEIR for the Hollywood community Plan Update simply lied. In said that the faults were not active, when the most recent survey in 2010 said that the Hollywood Fault was active. Fault Activity Map of California, 2010, per City May 23, 2012.
The Hollywood Community Plan was not approved until June 19, 2012 and we have an admission by teh City that it had a copy of the 2010 Fault Activity Map of California which said that the Hollywood Fault was active.
What does it take to get a criminal investigation? The civil Grand jury already found that in 2011 Garcetti took 4200 M from the paramedics and fire fighters knowing that taking the money from them would result in deaths and that in fact a a direct result deaths did occur.
How much corruption has to be uncovered before law enforcement will cease to be accomplices to these never ending frauds?
O’Farrell must be applauded for taking a strong stand in support of this monumental and visionary project that Hollywood so desperately needs. I am continually astonished at how the voice of a small faction of retired and jobless community members who have all the time in the world to file petitions and complain can drown out the voice of the vast majority who support this project. The rest of us are busy working and fighting traffic and any project that uplifts the community by creating open space and transit-oriented, walkable, bicycle-friendly land-use is a welcome addition to a community that in large part, is completely dilapidated. Millennium is offering a change that can only improve the landscape of the most iconic city in the world. They have responded to the concerns of the community and provided ample evidence that supports the feasibility and positive impact of the project. They have demonstrated time and time again their commitment to Hollywood and its stakeholders. They are expert at developing creative and thoughtfully planned mixed-use communities and their track record speaks for itself. Given all this, anyone who opposes such positive change is myopic, misguided and foolish.
The dangerous high density Hollywood Community Plan passing was manipulated by garcetti to accommodate his developer funder’s projects. It now HAS to be cancelled out..and sent back..and along with it, so do the Millennium projects.
Yes, a criminal investigation is warranted here.. Politicos who put lives in danger with their lies to accommodate their campaign financer’s projects MUST be investigated AND recalled!

Here are some of the groups opposing, in addition to an on line petition with nearly 2,000signers, with comments making it clear how they felt about garcetti for this.. so much opposition that LaBonge told garcetti he better come out and address the millennium issue…up until then he was denying their existence at debates.. Which he did, and lied he was opposed to them as he lied he was opposed to LAX expansion,to garner votes. So hecame out about them right as planning commissioners were about to vote. Useless…

‘The rest of us are busy and fighting traffic”..Maybe you are too busy working to know that the developer of this ‘visionary’ project and the city and then councilmember Garcetti all ignored all of Caltran’s warnings, actually all of Caltran’s letters(printed in an L.A. Times (who endorsed garcetti for Mayor)article as proof they all ignored them).. that their traffic study (referred to as bogus by the many Neighborhood Councils that voted to reject the projects, and the bogus traffic study was one of a slew of problems with the projects that the developer refused to deal with, and garcetti and the city was going to give him a pass on. O’farrell also knew all about this. . Caltrans implored city council to not vote yet, yet O’farrell got them to all vote in spite of the warnings…until these problems were resolved and the STATE did it’s own study. Their letters called Millennium contributing traffic, that the developer continued to say he would not be contributing any additional traffic, ‘unsafe’
They warned all these players that you, and I could wind up dead due to the unsafe conditions Millennium was inflicting not only on local streets but on the 101. Millennium has no mitigations for their contributing traffic. So if you don’t enjoy ‘fighting traffic’ you should actually thank all the thousands who took this issue into their own hands, out of the politician’s, until the state was finally paid attention to and overrode O’farrell’s and city council’s ludicrous, irresponsible and dangerous vote of approval.Had the state not stepped in you would be sitting in traffic for the rest of your life, magnified a thousand times what it is now..that is if you don’t get killed, as according to Caltrans, Millennium unmitigated traffic would have put all of our lives at risk of that occurring.

If blowing the lid off of what has been going on with politicos and city depts. for developers like Millennium, was the work of a small faction of jobless retirees, then bring them on.. and I for one thank them for being responsible for potentially saving my family’s lives!Could it be that CIM and Hollywood Chamber members have no families or children, or live nowhere near here and have not a care in the world about projects the city approves that could potentially kill people? They have joined the ranks of the heartless sell outs. Some of whom may be recalled. The others? As more and more truths are revealed, and they continue to sew their lies, they are looking more and more foolish and heartless every day.
